そこで出てきた面白いアイデアが、「ならば、卒業した後成功している学生からはその分多めに取り立てればいいじゃないか」というものです。これは筆者のアイデアではなく、イギリス政府のアイデアなのですが。
もともとの話は、連立与党の一角である自民党が「大学の無料化」を公約に掲げたところから始まっています。野党でいる間は気楽に正義を語っていられた彼らも、いざ政権を担う段になれば「金」という現実に向き合わざるを得ません。そこで出てきたアイデアが、「学費はタダだが学位は買い取り (graduate tax)」、「投資銀行などで高給取りになった卒業生は割り増しで学費を払う」「学費を在学中に支払うのではなく、一生涯にわたって所得の1%を大学に支払続ける」というわけです（注）。
